Since 2004, the Hold The Line Coalition (HTL) has fought for balanced land use decisions that keep neighborhoods safe and affordable while preserving our rural areas, Biscayne Bay, and the Everglades. Our goal is to empower residents to become advocates for their neighbors and communities in the planning process and help to build more affordable, inclusive, and resilient neighborhoods.

We know smart community planning and policies like the Urban Development Boundary (UDB), the "Line" in our name, are crucial to balancing economic development with conservation of our natural treasures to maintain a high quality of life. The UDB (in black below) separates urbanized areas (yellow) from rural areas, drinking water resources, and areas designated for conservation and Everglades restoration. 




Through education, outreach, and organizing we demystify the development process and provide the public with the essential knowledge and tools for civic engagement. Our approach focuses on identifying and informing residents about the tradeoffs of critical land use changes, providing spaces for the public to get answers and hold candid discussions, and create access to expert guidance.

Our Coalition has recorded significant victories by stopping attempts to expand the UDB into sensitive areas. Our statement of values, the Pledge To Hold The Line, has more than 1800 signatures and counting. Mission

The Hold the Line Coalition’s mission is to prevent urban sprawl in Miami-Dade County by educating citizens about the community planning process, to advocate for smart growth standards that preserve affordability and create transit options, and to defend and restore Biscayne Bay and the Everglades.
