The Health Council of South Florida (HCSF) is one of eleven local health councils created by S 408.033 to coordinate health services planning across the state. Insofar as the Health Council of South Florida has determined that health services are and must be based on a foundation of ethics, our strategic goals emphasize reducing disparities in access to care, improving health promotion, and minimizing the effects of HIV/AIDS, with an emphasis on Miami-Dade and Monroe counties.

For more than five decades, HCSF has served as the state-designated Health Planning Agency for District 11 (Miami-Dade and Monroe Counties) — a trusted source guiding local health improvement, planning, and serving as an independent voice for health and well-being. Every day, our work bridges the gap between need and opportunity, turning data into action and compassion into measurable impact.

At HCSF, we are committed to supporting the health of our community through accessible care, wellness and prevention initiatives, and the effective use of data to inform planning and programs. By combining these efforts, we’re strengthening connections across our community and creating a more resilient approach to care.

Through our programs and partnerships, these are just some of our initiatives and ways we help our community:


  • Providing emergency and transitional housing to individuals and families affected by HIV through our Housing Stability Services Program, helping them maintain care and rebuild their lives.
  • Guiding homeless youth (ages 18–24) toward stability through our SHIFT 4 YOUTH Program, which offers rapid re-housing, life skills training, and wrap-around support.
  • Improving long-term community health through our Cinotti Grant–funded HealthBeat Screening Program, delivering free heart health screenings and preventive care to underserved neighborhoods like Miami Gardens and Opa-locka.

We currently manage 13 active projects across health access, housing, cancer prevention, and climate health — all designed to make South Florida healthier and more resilient. And with every initiative, we strive to stretch each dollar further through innovation, technology, and strategic partnerships.


Mission

Our mission is to be the source of unbiased health and quality of life data and analysis; the preferred partner for quality program planning, management, evaluation, and community services; the facilitator of collaboration and partnerships in Miami-Dade and Monroe counties; and the trusted champion for ethical and targeted healthcare policy at the local, state, and national levels.
